Many thanks for your letter of the 7th July, relating to the suggested reduction of the garrison of
Hong Kong. As a preliminary to his discussing the question with the Prime Linister, Kr. Harcourt would be grateful if you could let him see any communications which
the War Office have had from General Kelly on the subject.
